What is causing Href to mistakenly download a 0 kb file instead of redirecting to a new page?

It is likely that the href attribute is pointing to a file that does not exist or the file is not in its correct location. Alternatively, there may be an error in the server configuration or the file may have been deleted or corrupted. Another possibility is that the browser is not able to handle the file type, causing it to be downloaded instead of displayed.
