This is not necessarily true. The Tomcat working directory should be emptied or cleaned up only if it starts running out of disk space or if there are issues with the deployment of applications. It is recommended to monitor the disk space usage and keep only the necessary files in the working directory. However, if there are no issues and the disk space usage is under control, there is no need to empty the directory on a regular basis.
