The process for assigning a SharePoint Online Document ID (dlcDocIdUrl) is as follows:
Enable Document ID feature: Go to SharePoint Admin Center > Settings > Document ID settings > check the box "Assign Document IDs".
Configure Document ID prefix: Go to SharePoint Admin Center > Settings > Document ID settings > enter a unique prefix for the Document IDs.
Activate Document ID feature: Go to Site Settings > Site Collection Features > activate the "Document ID Service" feature.
Generate Document ID for a document: Upload a document to a document library > go to the document's properties > the Document ID will be generated automatically and added to the "dlcDocIdUrl" column.
Use the Document ID: The Document ID can be used to access the document from anywhere in the site collection or to track document versions and updates.
