To create an SSRS Paginated Report that displays identical records on every page, follow these steps:
Open SQL Server Data Tools and create a new Reporting Services Project.
In the Solution Explorer, right-click on the Reports folder and select Add New Report.
Select the Blank Report template and click OK.
Drag a Table control from the Toolbox onto the report design surface.
Set the DataSet property of the Table control to your data source.
Drag the fields you want to display from the DataSet onto the Table control.
Click on the Row Groups pane and right-click on the Details group.
Select Group Properties and go to the Page Breaks section.
Check the "Between each instance of a group" option and click OK.
