There are several ways to transfer iOS contacts along with their pictures, but one of the easiest methods is using iCloud.
Here are the steps:
Open your iPhone settings, tap on your name, and go to iCloud.
Toggle on the Contacts option to enable syncing your contacts with iCloud.
On your computer browser, go to icloud.com, and sign in using the same Apple ID used on your iPhone.
Click on Contacts on the iCloud website, select all the contacts you want to transfer, and click on the gear icon at the bottom left of the screen.
Select Export vCard, and a VCF file will be downloaded to your computer, which includes all your selected contacts, their phone numbers, emails, addresses, and pictures.
Connect your new iPhone to your computer, open iTunes, select your device, and click on Info.
Under Contacts, select Sync contacts with and choose the Windows Contacts option.
Click on Apply to sync your contacts from your computer to new iPhone, including their pictures.
Note: If you don't have a computer, you can also use iCloud to transfer contacts from your old iPhone to your new iPhone wirelessly.
