mt.exe is a tool included in the Windows Software Development Kit (SDK). You can find it in the following location:
C:\Program Files (x86)\Windows Kits\10\bin\10.x.x.x\xxx\x86\mt.exe
Note: Replace the x's with the version number of your Windows SDK installation.
