There are different security roles that can be assigned to a user in order to grant access to Power Apps in an environment, depending on the level of privileges and responsibilities required:

  1. Environment Admin: This role has full control over the environment settings, such as managing users, permissions, connections, solutions, and flows. It is recommended for administrators, IT staff, or power users who need to configure and maintain the environment.

  2. Environment Maker: This role can create and edit entities, forms, views, charts, dashboards, and canvas apps within the environment but does not have access to the environment settings. It is ideal for app developers, business analysts or data analysts who need to design and build solutions within a specific environment.

  3. Environment User: This role allows users to access, use and share the apps and data within the environment, but they cannot create or modify them. It is suitable for end-users, managers, or stakeholders who need to view and interact with the apps and data.

  4. Common Data Service User: This role provides access to the core data platform and services that support Power Apps, such as creating, storing, and managing data entities, records, and relationships. It is necessary for users who need to create or access data across multiple environments or applications.

To grant access to a user, the environment administrator or owner can assign one or more of these roles based on their job responsibilities and business needs. They can also restrict the access to specific entities, records, or actions within the app through security roles, permissions, and data policies.
