To export WordPress users who have not logged in, you can use a plugin called "Bulk User Management". Follow these steps:

1. Install and activate the Bulk User Management plugin.
2. Go to Users > Bulk User Management.
3. Use the filters to select the users who have not logged in.
4. Click the "Search Users" button and wait for the plugin to find the users.
5. Click the "Export Users" button to download a CSV file of the selected users.
