The appropriate apiID to utilize when developing a Usage Plan for a linked stage in API Gateway with AWS CLI is the identifier of the API that will be associated with the usage plan. This identifier can be obtained through the AWS Management Console, the API Gateway REST API, or the AWS CLI using the command "aws apigateway get-rest-apis".
