One issue that may be encountered while using AWS CLI to create a Usage Plan for a particular API Gateway Stage is that the required parameters may not be specified correctly. For example, the Usage Plan may not be associated with the correct API key(s), or the rate limits may not be set correctly. Additionally, the CLI may return error messages if the user does not have the necessary permissions to create or modify a Usage Plan.
