The ceph cluster does not immediately start running processes when a new host is added because the new host needs to first be configured to join the cluster. This involves generating and distributing cryptographic keys and configuration files to the new host, verifying network connectivity and hardware resources, and ensuring the new host meets the minimum requirements for running ceph processes. Once these configurations are complete, the ceph cluster can then start running processes on the new host.
