To resolve the issue with installing the Kotlin plugin on Eclipse, please follow these steps:

1. Make sure that you have the latest version of Eclipse installed.

2. Open Eclipse and go to Help > Eclipse Marketplace.

3. In the search bar, type "Kotlin" and hit Enter.

4. Find the Kotlin plugin and click the "Install" button.

5. Follow the installation wizard prompts and accept any license agreements.

6. Wait for the installation to complete and then restart Eclipse.

7. If the plugin is not working, check the "Error Log" tab in the "Console" view in Eclipse for any error messages.

8. Make sure that you have the latest version of the Kotlin plugin and JDK installed.

9. If all else fails, try uninstalling and reinstalling the Kotlin plugin, or try using a different version of Eclipse or Kotlin plugin.
