When ReportingProjectPublish fails due to Access being Denied with exit codes 24006/26000, it means that the user attempting to publish the project does not have sufficient permissions to perform the action. This may occur when the user does not have the appropriate roles assigned in the reporting services or project server.
To resolve this issue, the user needs to be granted appropriate project or reporting services roles that include permissions to publish projects. Alternatively, a system administrator may need to be contacted to provide the necessary permissions for the user to publish the project successfully.
