You can place text on top of a frame around an image or graphic by using a graphic design software like Adobe Photoshop, Illustrator, or InDesign.

Here are the steps to do it in Photoshop:

  1. Open your image or graphic in Photoshop and create a new layer on top of it.
  2. Draw a rectangle shape with the Rectangle Tool (U) on the top of the image.
  3. Double-click on the layer to open the Layer Style dialog box.
  4. Choose Stroke and set the stroke width, color, and position. Click OK.
  5. Write your text on the new layer you created above the rectangle frame.
  6. Adjust the text size, font, and color to make it look good on the frame.

  1. Open your image or graphic in Illustrator and create a new layer on top of it.
  2. Draw a rectangle shape on the top of the image using the Rectangle Tool (M) or the shape tool.

  4. Write your text on the new layer you created above the rectangle frame.
  5. Adjust the text size, font, and color to make it look good on the frame.

Here are the steps to do it in InDesign:

  1. Open InDesign and create a new document.
  2. Place your image or graphic on the page.
  3. Create a rectangle frame using the Rectangle Frame tool (F).
  4. Give the frame a stroke by going to the Stroke panel and setting the width, color, and position.
  5. Write your text on top of the frame using the Type Tool (T).
  6. Adjust the text size, font, and color to make it look good on the frame.
