When attempting to access a server's https endpoint with a self-signed certificate, the issue is that the browser and/or client does not trust the certificate because it is not signed by a trusted third-party certificate authority. This can cause security warnings or errors to be displayed, and can also prevent the client from establishing a secure connection to the server.
