To create a circle in most graphic design software programs, including Adobe Illustrator and Photoshop, follow these steps:

1. Select the Ellipse Tool from the toolbar on the left-hand side of the screen.

2. Click and drag to create a circle shape or shift-click to create a perfectly round circle.

3. Adjust the size and position of the circle as needed using the direct selection or transform tools.

4. Customize the circle by changing the fill or stroke color, adding textures or patterns, or adjusting the opacity or blend mode.

Note: "Kak ya vertel otrezok" is a Russian phrase that roughly translates to "How do I cut a segment?" It is not related to creating a circle.
