The method for loading all Windows Symbols from a server for W10 version 1803 / build 17134 is:

  1. Open the "Settings" app by pressing "Windows + I" keys.

  2. Click on "Update & Security" and then select "For Developers" from the left pane.

  3. Under the "Use developer features" section, select the "Developer mode" radio button.

  4. After selecting the developer mode, search for "Windows Symbols" in the search box, and then click on the "Windows Symbols" result.

  5. Click on the "Download" button to download all symbols for the selected version of Windows.

  6. Choose the location where you want to save the downloaded symbols and click on the "OK" button to start the downloading process.

  7. Once the download completes, open the downloaded file and extract the symbols in a directory of your choice.

  8. Finally, set the "Symbol file path" to the extracted directory using your favorite debugger, and all the symbols will be loaded from the server.
