In WiX 4, the Package/@Languages attribute specifies the list of languages supported by the installer package. This attribute can be set to a comma-separated list of language codes, which will result in the creation of separate .msi files for each language. These files will contain translated text for the installer UI and other language-specific resources.
During installation, the installer will use the appropriate language based on the operating system's language settings. If the user's preferred language is not supported by the installer, the default language will be used instead.

This will create two separate .msi files - one for English (en-US) and one for French (fr-FR). The appropriate file will be used during installation depending on the user's language settings.
