No, it is not possible to transform an L1 VPC (CfnVpc) into an L2 VPC (IVpc). These are two different types of VPCs with distinct attributes and behaviors, and they are created using different APIs. Therefore, to convert an L1 VPC into an L2 VPC, you would need to create a new VPC using the IVpc API and configure it accordingly.
