What does "ReadError: file could not be opened successfully" mean when trying to open a '.tgz' file using tarfile?

This error message means that the file cannot be opened by the tarfile module because the file is either corrupted or the path to the file is incorrect. It could also indicate that the user does not have sufficient permissions to access the file.
