npm bull uses its own internal scheduler to consume postponed tasks in the absence of cron. The scheduler is responsible for checking for any queued tasks that are ready to be executed and dispatching them to the appropriate worker. This means that even if cron is not available, npm bull will still be able to process postponed tasks and ensure that they are executed at the appropriate time.
