Yes, the relatedTarget property can be used to determine which element currently has focus during the blur event. The relatedTarget property returns the element that is receiving the focus, or null if no element is receiving focus. Here's an example:

element.addEventListener('blur', function(event) {
  console.log('Element losing focus:', event.target);
  console.log('Element receiving focus:', event.relatedTarget);
});

In this example, the target property returns the element that is losing focus (i.e., the element that triggered the blur event), while the relatedTarget property returns the element that is receiving focus.
