Cloudflare uses a variety of techniques to identify bots, such as analyzing browser behavior, IP addresses, HTTP headers, and patterns of accessing resources. The cfclearance cookie is just one way for Cloudflare to verify that a visitor is a legitimate user and not a bot, but it does not guarantee that the visitor is 100% human. If Cloudflare detects suspicious activity that resembles a bot, it may still block that visitor, even if they have a valid cfclearance cookie.
