What is the factor that decides whether the file picker in XP/2000 style will display the XP icons on the toolbar or the 2000 style icons?

The factor that decides whether the file picker in XP/2000 style will display the XP icons on the toolbar or the 2000 style icons is the version of the Common Control Library (COMCTL32.DLL) installed on the system. If the system has version 6 or higher of the common control library, then the XP icons will be displayed. Otherwise, the older 2000 style icons will be displayed.
