Unfortunately, it is not possible to install OmniSharp for Visual Studio Code without an internet connection because the extension is only available on the Visual Studio Code marketplace, which requires an internet connection to access. However, you may be able to download the extension and its dependencies on a separate machine with internet access, then transfer the files to the off-line machine manually for installation.
