Unfortunately, it is not possible to restore a file on Google Cloud for SQL Server 2019 without using buckets or some other form of storage.

To restore a file, you first need to have a backup of the file stored somewhere. Typically, this would be a backup stored in a Google Cloud Storage bucket.

Once you have the backup, you can use SQL Server Management Studio or the SQL Server Management Studio command-line tool to restore the file. During the restore process, you will need to specify the location of the backup file, which should be the location of your storage bucket.

If you do not have a backup of the file, then you will not be able to restore it. It is important to always have backups of important files to avoid data loss in case of accidents or disasters.
